New import controls began on 31 January 2024. Imports of fish and fishery products are now categorised into high, medium and low risk categories under the Border Target Operating Model (BTOM).

Imports of fish and fishery products to Mersey Port Health Authority
Each Port Health Authority follows its own distinct procedures for overseeing Fishery imports. Transition Stage 2 of the BTOM will commence on April 30, 2024. Therefore, we recommend that traders importing fishery products through Mersey Port Health Authority take note of the following requirements:
· check the BTOM risk category for the commodity you’re importing
· submit an import notification in IPAFFS (regardless of risk category)
· upload a health certificate to IPAFFS if your goods are in the medium or high BTOM risk category
· attach the IUU fishing documents to the relevant IPAFFS Notification
· create an IUU Notification on PHILIS DES
